Payoneer account blocked or closed? How to get your money out (2026)

BlockedGetting your money out of a blocked Payoneer account

Quick answer: A blocked or closed Payoneer account does not mean your money is gone. Payoneer’s own terms (September 2026 version) let it limit access to your funds for up to 180 days during a review, and after a closure it gives you a window to withdraw what’s left, with remaining funds claimable through Customer Care for up to 2 years. Do three things today: stop new payments going into the account, put your case in writing to Payoneer, and give clients and marketplaces a second way to pay you.

We build Avvio, a money app for people paid across borders. The practical help comes first; the part about us is short and clearly marked.

Why did Payoneer block or close my account?

Payoneer won’t tell you the specific reason, and it says so. Its help page reads: “we can’t share the specific reason why we blocked/closed your account due to how we are regulated” (Payoneer support, checked October 2026). The same page lists the usual triggers, and most of them are fixable or at least explainable:

  • Too many wrong sign-ins. Three failed attempts lock the account for 30 minutes (Payoneer support). Wait it out; that isn’t a block.
  • Inactivity. An account that was never used and holds no funds gets closed after 6 months. This is the harmless one.
  • Details that don’t match your ID. Your name and ID number must match your government ID, company details must match your incorporation papers, and your address must be a full residential address.
  • A second account. If you already have an approved account, or started an application before and didn’t finish it, Payoneer won’t keep both open.
  • A restricted country. Payoneer follows US sanctions rules (OFAC) and can’t serve residents of certain countries.
  • Security. If Payoneer thinks the account was compromised, it can lock it.
  • A terms violation. Payoneer’s terms (section 25.1) also cover false or incomplete information, prohibited transactions, suspected fraud or money laundering, and instructions from a regulator or law enforcement.

Read your email again with that list in front of you. A “your account is under review” message, a “we need documents” message and a “your account has been closed” message need different replies. “Under review” means wait and answer. “We need documents” means send them today. “Closed” means withdraw.

How long can Payoneer hold my money?

If it’s a new application “under review”, Payoneer says those are usually reviewed within 3 business days. Everything below is about an existing account with money in it.

For an existing account: up to 180 days under its standard terms. Section 17.6 of Payoneer’s terms says it may “limit access to your funds for up to 180 days (or longer if pursuant to a court order or other legal process)” if it believes you broke the terms or its risk models flag the account. It can also limit access on the instructions of law enforcement or regulators. That clause sets the outer limit. Payoneer doesn’t publish a typical review time.

The thread titles on r/payoneer give you a feel for the real range: an account under review with funds in it, money blocked for more than 22 days, still under review after 35 days, a document stuck under review for almost 2 weeks. Those are individual reports, not statistics. Plan for weeks.

Here’s what Payoneer’s own documents say about each stage. Figures checked October 2026; follow the links for the current wording, because terms differ by the Payoneer entity you signed up with.

One detail people miss: section 20.2 also notes that money left in a closed account earns no interest. And section 25.4 says Payoneer can still deduct any unpaid fees after termination.

What should I do first?

Screenshot your balance and Payoneer’s email, answer any document request in one complete reply, withdraw whatever Payoneer still lets you, and move Upwork, Fiverr and direct clients to a second account before the next payment lands. Then complain in writing if you hear nothing. Writing beats phoning, and one complete message beats ten angry ones.

1. Screenshot everything now. Your balance, pending payments, recent transactions, the email from Payoneer, and any support chat. If the account locks fully, you lose the view. If you escalate later, this is your evidence.

2. Answer document requests fast and completely. If Payoneer asked for ID, proof of address, invoices or contracts, send everything in one go and make sure names and addresses match your ID exactly. Mismatched details are one of the listed reasons for closure, so a half-matching document can make things worse.

3. Withdraw whatever you’re allowed to. If the account is closing but withdrawals still work, move the balance to a bank account in your own name now. Don’t wait to see how the appeal goes. The withdrawal window is “reasonable”, not open-ended.

4. Stop new money going in. Change your payout method on Upwork, Fiverr, Amazon or any other platform before your next withdrawal, and tell direct clients not to pay your Payoneer receiving account details. Money that lands in a limited account joins the queue.

5. Give clients a second set of payment details. This is the step that keeps your income moving while Payoneer decides. How to do it is in the next section.

6. Open a formal complaint if you hear nothing. Details in the next section.

How do I get paid while my Payoneer account is under review?

Set up a second receiving account in your own name, then send every client and platform the new details before the next invoice goes out. Keep Payoneer open while the review runs, but stop routing new money into it. A bank account in your country, a virtual USD account, or a multi-currency app all work.

Some practical points:

  • Marketplaces. Upwork and Fiverr both let you add another withdrawal method. Add it now, not on payday, because new methods often need their own verification.

Next invoice due before Payoneer replies? Get your own USD, EUR and GBP account details in Avvio once you’ve verified your identity, and send them to the client today. Keep the appeal running; this just keeps you paid while it does.

  • Direct clients. Send a short note with the new details and a fresh invoice. Don’t explain the whole saga. “Our payment details have changed, please use these from now on” is enough. Our guide to invoicing international clients has a template.
  • Don’t open a second Payoneer account while the first one is under review. Payoneer’s help page says it won’t keep two accounts active for the same person, so a second application can drag the first one into the problem.

If you’re weighing a full switch rather than a backup, our Payoneer alternatives post compares the main options and says when Payoneer is still the better fit (marketplace integrations are its real strength). For the bigger picture on receiving money from abroad, start with how to get paid internationally.

How do I complain to Payoneer and escalate?

Send a formal complaint through Payoneer’s web form or the contact details on its complaints policy page. That page says Payoneer will send a prompt acknowledgement if it can’t respond in full within 3 working days, and aims for a full response within 15 business days. If the answer doesn’t resolve it, the same page lists a second-level escalation inside Payoneer.

What to put in the complaint: your name, Payoneer Customer ID, email and phone, the date the block or closure started, the balance affected, what you’ve already sent them, and what you want (usually: release of funds to an account in your name). Keep it to facts.

If that fails, where you go next depends on which Payoneer company holds your account. Check the entity named in your terms or your welcome email:

Payoneer entityWho to escalate toWhen
Payoneer Inc. (US)Your state regulator; the CFPB also takes money transfer complaintsAfter Payoneer’s own process
Payoneer Europe LtdFinancial Services and Pensions Ombudsman (Ireland)If you’re unhappy with the response, or after 40 business days
Payoneer Payment Services (UK)Financial Ombudsman ServiceIf you’re unhappy with the response, or after 35 business days; within 6 months of the final response
Payoneer AustraliaAFCAAfter Payoneer’s own process
Payoneer IndiaPayoneer’s Nodal Officer (contact on the complaints page)If the first-level answer doesn’t resolve it

Expect an ombudsman to look at how Payoneer handled your case (notice, timelines, returning your money), not to order it to reopen an account it’s entitled to close.

What does it cost to get my balance out of Payoneer?

Withdrawing still costs the normal fee during a closure. Per Payoneer’s pricing page, a withdrawal to a bank account in your own country and currency costs 1.50 USD in supported countries like the US, UK or EU. A withdrawal that converts currency costs 1.2% to 4%.

Here’s a worked example for a freelancer outside the US who was paid a $2,000 invoice into a Payoneer USD receiving account and now wants it in local currency. Figures checked October 2026.

StepFeeAmountSource
Client pays $2,000 to your USD receiving account (not your local currency)1%minus $20.00Payoneer pricing
Withdraw $1,980 to your local bank with currency conversion1.2% to 4%minus $23.76 to $79.20Payoneer pricing
You receiveabout $1,901 to $1,956 worth of local currency

Payoneer says its conversion rates are based on wholesale market rates and include the conversion fee, so the range above is the whole Payoneer cost. Your own bank may charge to receive the transfer, and the exact fee for your corridor shows in your account before you confirm. If your clients pay through a marketplace, that leg has its own fee; Fiverr, for example, lists a $3 fee per withdrawal to a Payoneer balance.

Can I open a new Payoneer account after mine was closed?

It depends on why it was closed. If Payoneer closed it for inactivity, its account closure FAQ says you can register a new account, even with the same email. If it was closed for breaching the terms, Payoneer says it won’t reopen it or register a new account for you.

So don’t try to sign up again under the same name, ID or address after a terms closure. The new account will most likely be found and closed too, and it can complicate getting the original balance released. Use the complaint route for the old account, and a different provider for new income.

Could this happen with any payment account?

Yes. Payoneer, Wise, PayPal and banks are all custodial: the company holds your balance and owes it to you, and regulation requires them to pause accounts that their compliance checks flag. We wrote the same guide for Wise account closures, and the pattern is identical. Payoneer isn’t unusually harsh. Single-provider income is just fragile.

Two things actually reduce the damage. First, more than one way to get paid, so a review at one provider doesn’t stop your income. Second, not leaving more than you need in any one place.

Where Avvio fits (this is the part about us). Avvio gives you your own USD, EUR and GBP account details to get paid by clients, holds your dollars as USDC in a self-custody wallet that only you control, sends money to 150+ countries, and offers up to 7% APY on savings (rates and terms vary and are shown in the app). Here’s the catch. Incoming bank transfers run through licensed partners who do their own compliance checks and can hold or return a deposit, just like any regulated provider. What’s different is the balance once it’s in your wallet: Avvio can’t freeze or move it, because Avvio doesn’t hold it.

Frequently asked questions

How long does a Payoneer account review take? Payoneer doesn’t publish a typical review time. Its terms allow it to limit access to funds for up to 180 days, or longer under a court order. Threads on Reddit describe waits from about two weeks to more than a month, and answering document requests quickly and completely is the part you control.

Will I lose my money if Payoneer closes my account? Payoneer’s terms describe how you get it back: a withdrawal-only window after closure, then up to 2 years to claim remaining funds through Customer Care. The terms give you a route to withdraw your balance, though a court order can extend a hold. Unpaid fees can still be deducted.

Why won’t Payoneer tell me why my account was blocked? Payoneer says it can’t share the specific reason because of how it is regulated. Anti-money-laundering rules often bar financial companies from explaining these decisions. Support agents can’t tell you either, so ask for the next step and the documents they need instead.

Can I withdraw money from a blocked Payoneer account? While the account is limited, usually not. Once Payoneer finishes its review or closes the account, it gives you a period where the account works for withdrawals only, or sends instructions for withdrawing the remaining balance. Withdraw to a bank account in your own name.

What happens to Upwork or Fiverr payments if my Payoneer account is blocked? Money already sent to Payoneer stays in the Payoneer account until the review ends. Add a different withdrawal method on the marketplace before your next withdrawal so new earnings don’t go into the blocked account.

Can I open a new Payoneer account with the same details? Only if the old one was closed for inactivity. If it was closed for a terms violation, Payoneer says it won’t register a new account for you, and having two accounts is itself a closure reason.

Who regulates Payoneer if my complaint goes nowhere? It depends on the entity. US accounts can go to state regulators and the CFPB, Payoneer Europe to Ireland’s Financial Services and Pensions Ombudsman, UK accounts to the Financial Ombudsman Service, and Australian accounts to AFCA.

The takeaway

A Payoneer block is slow, and Payoneer’s terms give you a route to withdraw your balance. Get the documents in, get the balance out, and complain in writing.

Then fix the bit that hurt most: one provider holding all your income. Set up a second way to get paid today, so the next review is an inconvenience, not a missed rent payment. Avvio gives you USD, EUR and GBP account details once you’ve verified your identity, and the dollars you hold sit in a wallet only you control. Avvio follows the same sanctions rules as everyone else, so it isn’t a way around a closure for a restricted country or a failed ID check.
