A limited PayPal account doesn’t mean your balance is gone. If PayPal lists steps in your Resolution Center, it says the review “usually takes 3 business days” once you’ve done them (PayPal). If the limitation is permanent, PayPal’s US user agreement lets it hold your balance for up to 180 days, longer under a court order, and then make it available to withdraw (user agreement). Here’s how to keep the wait short and keep getting paid in the meantime.
What your PayPal status means
| Status | What it means | What to do |
|---|---|---|
| One payment on hold | PayPal holds a single payment, generally for up to 21 days, longer if the buyer disputes it (user agreement) | Keep proof the work was delivered. The rest of your account still works. |
| Limited, with steps | Sending and withdrawing are switched off until you finish the tasks PayPal lists | Do every task in the Resolution Center today. |
| Permanently limited | You can’t use the account again, and the balance is held | Move new payments elsewhere now. Withdraw to a bank in your name when PayPal releases the balance (up to 180 days in the US). |
| Email says limited, Resolution Center doesn’t | Probably a fake email | Forward it to phishing@paypal.com and delete it, as PayPal advises. |
Outside the US, the hold rules depend on which PayPal company holds your account, so check your country’s user agreement.
PayPal won’t tell you much about why. Its agreement says these decisions “may be based on confidential criteria,” so asking support why won’t get you far.
What to do today
Screenshot your balance, pending payments, PayPal’s email and the Resolution Center tasks first. If the account locks completely, that’s your record.
Then log in at paypal.com yourself, not through the email link, and do every task in the Resolution Center in one go. PayPal’s document guide wants files that show all 4 corners, have nothing blacked out and match the details on your account. Proof of address must be dated within the last 12 months, and invoices don’t count as proof of address. If PayPal asks about a payment, add the contract or invoice and one line on what the work was. Calling won’t speed it up: PayPal says, “In most cases, our customer service team can’t remove your limitation over the phone.”
Next, stop new money going into PayPal. A payment that lands in a limited account is stuck with everything else. Before the next invoice goes out, give clients a second set of account details, from your own bank or an app like Avvio. Add a new withdrawal method on Upwork or Fiverr today too. Upwork puts a three-day security hold on every new method, so waiting until payday costs you three days.
Don’t open a new PayPal account. The user agreement lists opening one while your account is limited as a restricted activity.
How long can PayPal hold your money?
If PayPal lists steps, it says the review usually takes 3 business days after you finish them. If the limitation is permanent, PayPal’s US user agreement lets it hold your balance for up to 180 days.
What comes back is the balance minus any chargebacks, refunds or fees you owe PayPal. Withdrawing then costs the normal fees.
If you’ve sent everything and heard nothing for a week, complain to PayPal in writing. Include the date it started, the balance, what you’ve sent, and what you want: the balance released to a bank in your name. If that fails, US users can file with the CFPB; elsewhere, your PayPal user agreement names the ombudsman or regulator.
Need a second set of account details? That’s what we built Avvio for. After an ID check you get your own USD, EUR and GBP account details to give clients. Hold the dollars in your own wallet, which Avvio can’t freeze or move, or send them to your bank in 150+ countries. Keep working through the Resolution Center; you just won’t be waiting on PayPal to get paid.
Frequently asked questions
Why did PayPal limit my account? PayPal rarely says. Its help page lists a sudden jump in sales, many claims or chargebacks, signs someone else used the account, or a breach of the Acceptable Use Policy.
Can I open a new PayPal account with a different email? Not while your account is limited. PayPal’s agreement treats opening a new account while one is limited as a restricted activity.
Payoneer and Wise do this too: here’s what to do when Payoneer blocks your account and when Wise closes yours. For other ways to get paid, see how to get paid internationally.
Avvio is a financial technology company, not a bank. Accounts are provided through licensed partners, who run their own checks on incoming payments. Balances are not FDIC-insured. Not legal or financial advice. PayPal and Upwork terms and fees checked October 2026.
